1.0   Purpose 目的

The purpose of this procedure is to provide for a system and instructions and to define the actions to be undertaken and the responsibilities assigned for the effective management of contracts.

为保证合同的有效管理,本程序提供了一套系统和指示说明,明确了应采取的行动,并对责任进行了划分。

2.0     Scope 范围

This procedure applies to all ASME Nuclear contracts that are received by BPS.

本程序适用于所有英伦管架有限公司(BPS)收到的美国机械工程师协会(ASME)核能合同。

3.0         Responsibilities 责任

3.1) Sales manager is responsible for 销售经理责任如下:

  • Compiling quotations in accordance with NQAP 03/01.
  • 按照NQAP03//01要求编制报价。
  • The receipt and registering of all client purchase orders or instructions to proceed
  • 接受并登记所有客户采购单或客户指示。

3.2) Contracts manager is responsible for 合同经理责任如下:

The contract management of a project to ensure that clients requirements are fulfilled in accordance with the purchase order and associated project specifications.

对项目进行合同管理,确保能按照采购单和相关项目规范的要求满足客户的要求。

3.2.1 Such responsibilities include 上述责任包括:

a) Liaison with the client on all issues relating to the specific contract.

a) 就合同相关所有问题,与客户保持联系。

b) Preparation and submission of project related documents i.e. production schedules to demonstrate that clients delivery schedules are being achieved.

b) 准备和提交项目相关文件,即,生产进度表,以证明符合客户的交货时间表的要求。

c) Ensuring that a contract review is performed.

d) Liaison with departmental managers for the preparation of project related documents i.e. technical and quality documentation.

Technical documentation may include but is not limited to 技术文件的编制工作包括但不限于以下内容:

  • Design documentation prepared in accordance with NQAP 04 series procedures.
  • 按照NQAP04系列程序的要求,编制设计文件。
  • Generation of a design specification as per NCA 3256b and when permitted by the client.
  • 按照NCA3256C的要求,在获得客户许可后,编制设计规范。
  • General arrangement drawings
  • 总布置图

Quality documentation may include but is not limited to 质量文件包括但不限于:

  • Quality plans  质量计划
  • Inspection and test plans  检验计划
  • Quality procedures  质量程序
  • Weld procedures in accordance with ASME IX  符合美国机械工程师协会(ASME) IX要求的焊接程序
  • NDE procedures in accordance with ASME Section V 符合美国机械工程师协会(ASME)第V节要求的无损探伤程序
  • Finish specification  罩面规范  

e) Liaison with other departmental managers with responsibly for the execution of relevant manufacturing activities to ensure that client’s contractual delivery requirement is achieved. This will include liaison with:

  • Production manager & Departmental supervisors to 生产经理和部门主管:

i)                    Establish a production programme that meets the client’s delivery requirements ensuring that the agreed quality requirements are implemented.

i)      建立符合客户交货要求的生产计划,保证经双方认可的质量要求能得以实行。  

ii)                   That production activity is proceeding in accordance with the agreed production programme.

ii)     保证生产活动能遵照经双方协议的生产计划的要求进行。

iii)                 Updating the production schedule to ensure that the current production status is defined.

Iii)   对生产进度进行更新,确定当前生产状态。

  • Procurement manager 采购经理.

i)                          Establishing that procurement activities have been defined.

i)      确保已经确立采购活动。

ii)           Ensuring that the procurement programme schedule is updated to ensure that production programme is being maintained relevant to procured items, materials. 

ii)           确保采购计划时间表已经更新,确保与被采购项目和材料相关的生产计划已经得以执行。

f) Preparation of dispatch documentation in accordance with clients project requirements.

  f) 按照客户的项目要求编制派遣文件。

g) Preparation and control of invoicing activities.

  g) 编制货品计价,并控制货品计价活动

3.3)       The Production Manager is responsible for ensuring that manufacture is performed in accordance with project specific documentation to meet the agreed delivery schedules. 

3.3) 生产经理负责确保制造工作符合项目特定文件的要求,符合经双方认可的交货时间表的要求。

4.0 Contract review 合同审查

 

4.1        All ASME nuclear contracts received are subjected to detailed contract review 所有收到的美国机械工程师协会(ASME)核能合同,将受到详细的合同审查.

The purpose of this contract review is to establish the main requirements of the contract, particularly relating to the customer’s requirements regarding:

本合同评审活动的目的旨在确定合同的主要要求,特别是客户就以下问题相关的要求:

  • Associated technical specifications.
  • 相关技术规范。
  • Defining the ASME code applicable date.
  • 明确美国机械工程师协会(ASME)规范适用日期。
  • Defining the scope of equipment ordered.
  • 明确所订购设备的范围。
  • Availability and approval of design data covering the equipment specified.
  • 规定设备相关的设计日期的可能性和批核。
  • Contract, manufacturing, quality requirements
  • 合同、生产和质量要求。
  • Resolution of any anomalies between quotation and official purchase order.
  • 报价和正式采购订单之间的任何异常现象的解决方案。
  • Capability to achieve the specified contract requirements.
  • 达到特定合同要求的能力。

 

 

 

A contract review is performed to establish that all technical specifications received are fully reviewed by competent personnel ensuring that client’s specific requirements have been identified and are addressed during the execution of the contract.

进行合同评审,确定所有已收到的技术规范,都经过具有审查资质的人员的全面审查,确保客户的特殊要求已经明确,并在合同履行期间得到处理。

                                                                                                 

The contract review is initiated by the Contract Manager upon receipt of the contract file from the Sales manager.

合同经理收到销售经理的合同文件后,将开始进行合同审查工作。

 

Contract review is undertaken by the following departments:

合同审查工作由以下部门负责:

  • Sales, 销售部
  • Engineering. 工程部
  • Quality Assurance. 质量保证部
  • Contracts 合同部
  • Production 生产部

 

Other departments may be involved with the contract review process when required. Involvement by other personnel will determined by the Engineering Directors or Contract, QA managers.

合同审查期间,如有需要,可能会要求其他部门参与合同审查。工程总监,或合同经理和质量保证经理将决定由那些其他人员参与合同审查。

The outcome of contract review activities is recorded by the reviewer using contract review NF03-02 series proformas.

Completed review proformas are returned to the Contract manager for retention with the contract file.

填写好的评审表交还给合同经理与合同文件一同保留。

4.2  The Sales manager performs an initial review against the quotation on receipt of the official purchase order or instruction to proceed. 销售经理收到正式采购订单,或指示后,将对报价进行初步审查。

Sales manager will issue confirmation of receipt of the purchase order or instruction to proceed to the client however formal acceptance of the contract will be issued by the Contracts manager after completion of the formal contract review.

收到客户采购订单或指示后,销售经理将回执确认函给客户,而正式的合同接受确认函将由合同经理完成对正式合同进行审查后,签发给客户。

4.3     Detailed review of associated technical specifications. 相关技术规范的详细审查

 

 

This review establishes the precise requirements for equipment to be supplied, such as:

合同评审工作,确立供货设备的具体要求,例如:

a) Design specification 设计规范

The Technical, Engineering directors or their appointed designees review the design specification to ensure that these documents provide sufficient information to allow the design activity to proceed.

技术总监和工程总监或其指定设计人员,将对设计规范进行评审,确保这些文件已提供足够信息,能保证设计活动的实施。

i.e:

即,确保:

  • A complete basis for design in accordance with the Code, Edition, Addenda and Class and the use of applicable Code Cases is identified.
  • 整个设计基础符合规范、日程和等级要求,并明确所采用的适用规范。
  • Sufficient information is available to establish the required loading criteria
  • 已经获得足够信息,以确定所需的载荷标准。
  • Methods of design evaluation, reporting, approval etc.      
  • 设计、评估、报告和审批的方法等。
  • Material requirements including acceptable material specifications & identification of additional tests that are required i.e. material tests, non destructive testing, welding
  • 材料要求,包括额外试验,即,材料试验、无损试验和焊接试验所需的合格材料的规范和标识。

Records of design specification review will be recorded on the design specification review checklist (FN04/05) to ensure that the basic requirements of ASME NCA 3252 are satisfactorily addressed within the design specification.

设计规范评审记录结果将记录在设计规范评审检查清单上(FN04/05),以确保美国机械工程师协会(ASME) NCA3252的基本要求能按照设计规范要求处理。

 

b) Technical specifications 技术规范

The Engineering directors and QA Manager or their appointed designees will review the technical specifications to establish:

  • Specific manufacturing, testing requirements.
  • 具体的制造和试验要求。
  • Specific material requirements including the need for supplemental testing, i.e. impact testing criteria (test temperature, acceptance criteria).
  • 具体的材料要求,包括补充试验的要求,即,冲击试验标准(试验温度和验收标准)。
  • Non destructive examination requirement.
  • 无损探伤检验设备。
  • Specified finish required.
  • 具体的罩面要求。                                  
  • Requirements for QA and inspection activities
  • 质量保证和检查活动要求。
  • Documentation requirements including production status reporting,
  • 文件编制的要求,包括生产状态报告。
  • QA documentation & submission of such documentation for review and approval
  • 质量保证文件的编制和提交,以便审批。
  • Documentation retention requirements.
  • 文件的保管要求。

 

c)        Contractual requirements 契约要求

The Contracts and Production managers will review the client’s specifications and requirements to establish a manufacturing programme to ensure that the specified technical and QA requirements are achieved in accordance with the client’s delivery requirements.

合同经理和生产经理将对客户的规范和要求进行审查,以确立生产计划,确保能遵照客户的交货要求,按照特定的技术和质量保证要求组织生产。

4.4               A register is maintained within the contract file to ensure that the revision status of client’s specifications is recorded and controlled.

登记薄保留在合同文件中,以对客户规范的变更情况进行记录和控制。

4.5               Contracts manager issues an official notification to all relevant internal departments to enable review of client’s documents. This notification identifies the location and current revision status of the documents. Should the reviewer require hard copies of documents then the Contract manager will be notified so that these can be recorded and controlled.

合同经理将把正式审查通知函发放给所有相关公司内的部门,确保客户文件审查工作的顺利进行。该通知函中将说明文件所在地,和当前的修订状态。如果评审人员需要硬拷贝,应通知合同经理,进行记录和控制。

4.6               Should a revision to a client specification occur, this will be formally recorded by the Contracts manager and personnel involved with the original contract review will be notified. The revised document will be subject to formal review as per the original issue. 

如果客户规范有变更,合同经理将进行正式记录,并通知原始合同审查人员。该修订文件将根据原版文件要求进行正式审查。

5.0          Contract Management 合同管理

5.1    Manufacturing status is established during production meetings to identify key date activities based upon the production schedule.

生产会议将确定生产状态,根据生产进度时间表确立关键日活动。

The production schedule is subject to update following the weekly production meetings.

生产进度时间表将在周生产会议召开后予以更新。

          This schedule is utilized by Contract Department to monitor contract performance.

     生产进度时间表由合同部使用,以监控合同的履行情况。

5.2  The production schedule may be issued to the customer for information as per the terms of contract.

上述生产进度时间表将根据合同条款要求,发放给客户以作参考。

5.3  Contract Department will undertake any appropriate action to ensure that the Customer’s contractual requirements are maintained and achieved.

合同部将采取任何适当的行动,确保客户契约性要求能得到保证和完成。
